The purpose of these internal operating procedures is to provide useful information about the court's procedures and facilities, as distinguished from requirements of practice and procedure. Although they include practices and procedures that the court and practitioners generally follow, the internal operating procedures are not rules and do not impose requirements of practice and procedure.
