One froward piece of legislation after another has become law and changed the culture of Arthur's early childhood. There seems to be more of those who can argue intelligently. In his thoughts there was a no-time-limit two-part presidential or gubernatorial pardon where bad things occurred after those being apprehended resisted. The second part is conditioned upon the immediate family of the victim unanimously forgiving the prisoner and at least two of those members escort the prisoner to their family waiting outside of that facility to complete the pardon. Let the healing begin. And lastly, Arthur knows that not all massacres are referred to as such but all are undone.
