This manual provides guidance for the preparation, coordination and execution of military support to civil authorities during civil emergencies within the United States, its territories and possessions. It further serves as a reference for other Federal, State and local agencies on how the Department of Defense supports civil authorities and DoD assets can be uses to support civilian leadership priorities in returning their communities to a state of "normalcy."
