Although there has been intense interest in racial minorities and public policy, most research has focused on the implementation of policies after legislative passage or on the consequent effects of those policies. Author Biography

PAULA D. MCCLAIN is Professor in the Woodrow Wilson Department of Government and Foreign Affairs at the University of Virginia. She is the editor (with A. Karnig) of Urban Minority Administrators: Politics, Policy, and Style (Greenwood, 1988).
