A certified psychiatric rehabilitation practitioner, retired, Pernell-Arnold has worked as director of staff development and training, executive director of a community mental health center, director of mental health services for a major city, and adjunct professor. She has a BA from Brooklyn College and a MSSW from Columbia University.\u003c\/p\u003e \u003cp\u003ePernell-Arnold cofounded the Partners Reaching for Improved Multicultural Effectiveness (PRIME) Instituteof the Behavioral Health Education Division at Drexel University, and is the author of numerous publications including \u003ci\u003eMulticultural Policy Development\u003c\/i\u003e, \u003ci\u003eNew England Institute of Addiction Services\u003c\/i\u003e, and the 2014 best-seller \u003ci\u003ePathways to Vibrant Health and Well-Being\u003c\/i\u003e.
