It's springtime in Foggy Point, and the parks and recreation department is hosting a festival in conjunction with a local birdwatching organization. Harriet Truman and her quilting group, the Loose Threads, have been recruited to create items to raise money for the birdwatchers and teach classes to the youngsters attending the event.
