Dr Chen received the B.Eng., M.Eng., and Ph.D. degrees in electrical engineering from the Institute of Communications Engineering, China, and the second Ph.D. degree from the University of Tsukuba, Tsukuba, Japan. Dr Chen is the Fellow of IEEE (2007) and the Fellow of Academy of Engineering of Singapore (2019). \u003c\/p\u003e\u003cp\u003e\u003cb\u003eXianming Qing\u003c\/b\u003e is currently with Institute for Infocomm Research (I\u003csup\u003e2\u003c\/sup\u003eR), Agency for Science, Technology and Research (A*STAR), Singapore, and holding the position of senior scientist.
