Author Biography

L. RONALD SCHEMAN is a lawyer in Washington. He was Executive Director of the Center for Advanced Studies of the Americas (1984-1987), Assistant Secretary for Management of the Organization of American States (1975-1983) and founder and past president (1977-1983) of the Pan American Development Foundation.
