Neither the federal government nor the state of Ohio took any responsibility for the guardsmen's actions. Author Biography

James Munves, born in New York City in 1922, graduated from Loomis Chaffee and Brown University, and served in WWII. He is the author of a dozen books, including Andes Rising.
